Getting starter out

(1993 Buick Roadmaster)

there is a bar that is bolted to the frame right under the starter. the nut on the bolts that are holding that bar on are in the frame and I can't get to them. I can turn the bolt head but it's just spinning. I can't get my starter out until I get that bar off. any suggestions

Some way, some how, you need to remove that bar. If the bolts are just spinning, they may be stripped and you will have to cut them or drill them out. Sometimes working on a car is a heck of a lot of work.
