Getting high idle when stopped and transmission taking long to shift

All this happened just after a rain storm
Getting No Codes
Hesitating when taking off
New IAC installed

Most likely a throttle position sensor/circuit problem. Scanner can check this rather quickly!!

You bet! Also, this problem may NOT set a code but a scanner can read the TPS to see what it is doing. Trans. shift and idle are VERY dependant on the TPS signal!!!
