Too large an amount of fuel being burned will damage the Cat Converter. Why was the filter and pump replaced in the first place? Is the fuel consumption issue only since the pump was replaced? If so is the pump correct spec for your car (not too high a pressure). I wonder if the fuel pressure regulator is bad not allowing fuel to return to the take. Other things to check are Oxygen sensor signal and check for leaking fuel injectors, bad coolant temperature sensor or air flow meter. An exhaust gas analyzer would also be useful in seeing what is going on.
