Front defroster vents do not work

Vent control will not select any other position than dash vents (not to the floor or defroster vents). System is all ectrical, no vacuum lines. Switch cluster was removed and a known, working switch cluster was substitued. No difference to the air and vents. What controls the door that directs t he air to either t he floor, defroster or dash vents? Could this be the problem? The wire connections in the sub-harnesses seem OK.

Thanks for your response. This Tacoma has an electrical system. What operates the blend door (solenoid? actuator?)? Does the heater unit need to be removed to access the blend door and failed component?
