Freezing brakes

(1999 Chevrolet Cavalier)
seems that when it gets below freezing outside the master cylinder or the abs pump freeze and the brakes are difficult to use till they "defrost" I flushed the brake system thinking there was moisture in there and it did not work. Any ideas ?

You may try silicone brake fluid. it is much more expensive, but it almost never freezes.
