Fans arent coming on

low voltage to secondary fan replaced reley and problem persists. what could be the problem

Disconnect the connection at the fan and supply power and ground to the fan see if operates correctly. The powertrain control module grounds the relays that send power to the cooling fans. Make sure both fuses are OK (not partially burned). Are the connectors at the relay burned or not making good contact? Alldata have good wiring diagram and information.
