The evap charcoal canister is located under the truck in the rear as too are some of the control valves. The purge solineod is in the engine compartment. Typically the canister fails and allow carbon pellets to migrate all around the hoses between the rear of the truck and the front and allow pellets to stick under the solenoid valves.
Nissan have a service bulletin for the 1996 and 1997 D21 regarding modifying the canister vent to prevent water from entering the charcoal canister. It would be important for your truck as the winter weather in Utah may certainly allow water into the canister possibly causing premature failure.
