Engine will not turn over or start. The lights and radio are working fine.

The car will not start. When I turn on the ignition, it makes a cranking noise but the engine will not start. The battery seems to be fine since the lights and radio are working fine.

The best thing to do in this instance, is to check for at least 12.6 volts at the battery. Just because the lights and radio work is still not near enough power to turn over an engine. If there is 12.6 volts, make sure that the power from the Ignition Switch is getting to the starter solenoid.
