Engine refuses to turn over and I cannot figure out why it won't, would anybody have any ideas from previous experience or anything what the problem might be?

My engine will not turn over, I've replaced almost everything fuel related from fuel pump, fuel injectors, and fuel filter however any time I try and turn the key it still won't turn over. I'm about to check the fuel pressure and I've been told about the ignition coil pack possibly being bad, however I'm still not certain on why it might not be working. I've tried running a diagnostic on it but I was told since the engine (which still is a 4.0 overhead valve) has a different vin from the explorer itself that it's unable to run a diagnostic on the engine.

Just tested the coil pack and it turned out fine, highly doubt it's the fuel pump cutoff switch since I am getting gas to the engine, and I've got to wait on my friend still to test my fuel pressure. Any other ideas in the mean time would be appreciated.
