Engine overheating

(1999 Ford Taurus)
in Columbia, SC on August 17, 2009
What causes the engine to overheat? After it runs for about 15 or 20 minutes, steam comes without the a/c on. I notice it while on the interstate going about 50 miles per hour. Milky likes oil on the dipstick.

Many possibilities, can you provide some info about when? How long before it overheats, vehicle speed, a/c on? Is there coolant in the radiator/reservoir?
