Engine chocking

if the engine is chocking /sputtering is it the fuel filter or too much water in the gas? maybe something else?

There are many things which can cause and engine to sputter - to much or not enough fuel, no spark or weak spark to one or more cylinders, restricted exhaust system, just to name a few. Is your "check engine" light on steady or flashing while the engine is running? If so, there will be fault codes stored in the engine computer which may help diagnose the problem. You will need a scan tool or code reader to access the fault codes. Checking for fault codes would be the best place to start trying to find the cause of your problem.

The fuel filter is suspect, should be changed first, then check fuel pressure coming out of the fuel pressure regulator. Otherwise you may have contaminated fuel.
