We would need a lot more information. A car can fail emission testing if the Check Engine Light is on, if any part of the emission equipment on your car has been tampered with, if the Hydrocarbons, Carbon Monoxide, or NOx levels are to high. These three gasses can be high for many reasons but it is not simple to give an answer without being able to do tests looking at gas readings.
