Emergency Brake Sticking

(1999 Ford Windstar)
in Hobart, IN on October 31, 2009
Emergency brake handle is having trouble releasing. It feels like something is stuck underneath it, but nothing is. When regular van brake is used for the first four stops, after emergency brake is released, van makes a very loud screaching noise. After those first stops it runs fine.
