Emeregency brake locked up

(1990 Toyota Corolla)
son's car a hand-me-down, running fine until one day. Possible locked up emergency brake, any know quirks or fixes?

If vehicle has been in salt road areas in the winter the cable can get corroded/rusted and seize up when applied. Crawl under vehicle and use pliers to grasp exposed cable and try to push back against the direction it goes when set it. Get close to the housing it slides in and out of and push there. Good luck. You should replace the cable if this is it.
