Your Dodge has a sensor on the transmission (VSS) that generates a pulse that the engine control computer processes and determines the speed of the vehicle. The signal is also used for cruise control, transmission controls ect...
See if the cruise control works if it does the speed sensor must be working and the problem could be in the wiring or speedometer head/instrument cluster. If the cruise control doesn't work and the speedometer doesn't work then the wiring or VSS (Vehicle speed sensor). Test need to be done to see the sensor is emitting a pulse and receiving power, then the wiring needs to be traced to determine fuses and wiring are OK.
