Electrical system

(1999 Ford Crown Victoria)
in Portland, OR on May 10, 2010
okay so i have a 99' crown victoria police interceptor and when i tried turning it off my starter kept going so i turned it back on switched gear to R, N, D, 2, and 1, then back to park. I turned engine off again but my starter kept going and my keys were out of the ignition so i called my husband and he told me to unplug the negative part of the battery. so i did and when i went back later the car wont turn on at all. So we changed our starter the car still wouldn't start. then we changed the starter relay, still wont work. then we changed the ignition switch because thats what the mechanic said we needed to change and my car still wont work....what should we try changing next? I can't keep dumping and dumping money on things that are not the problem
