Trun signal sounds like they,re on but not flashing plus heater vent stays open and hot air comes out but blower fan is off

You may have a problem with the turn signal switch "leaking" voltage when it is off causing the turn signal flasher to click. There is enough voltage coming from the switch to cause the flasher to click but the turn signal lights do not work. You most likely will need to replace your turn signal switch to correct this problem. As far as the heater goes; even with the heater in the off position the temperature control may still operate. If the temp control is in the hot position when you turn the system off the air than normally flows with the system off will be warm or hot. Try adjusting the temp control to get the temperature you desire with the system off.

Right about the turn signal switch, but I had already checked all of the heater controls. All that hot air and it's going to be 85/90 degrees. There must be a heater vent /door that stays open. Or does it have something to do with the turn switch?

The turn signal is the switch, you need to replace it around $130, the heat is a valve under the dash on the passenger side by the heater core, cost around $180. Around 2 hours, out and in. It controls the doors to direct the heat flow. The gears get stripped and 3 screws and a plug hold it in.
