when I turn on the power window or turn on the heater the dash lighs come on (Ex pk brake on, water in diesel, wait to start)

I would guess that there's a faulty ground (high resistance) in the window and blower (i assume you mean the heater blower, not the heater) common between the dash and the blower and windows.
Sounds unlikely to ground all that together but I can't explain it otherwise. If 'Ex' means 'except', then those circuits are on a different ground.
I don't have a good electrical diagram for your vehicle or I'd try to tell you where to look for the ground points.
An auto electric shop or a Dodge specialist could help you if you don't want to fix it yourself.
