EGR INSUFFICIANT FLOW

IVE CHANGED EGR VALVE, SOLENOID,AND SWITCH CLEANED PORTS PULLED EGR LINE TO EXHAUST ALL CLEANED AND CLEARED STILL GIVING ME OB II CODE 401 INSUFFICIANT FLOW WHAT DID I MISS?

I removed the EGR valve then started the engine and sprayed carborator cleaner into the intake were i removed the EGR. This helped, the service engine light went out and i got through inspection. Later the light came back on. I've been told that the only way to permanently correct the problem is to remove the intake manifold and clean the port.

my wifes car would not pass emissions with this same prob. the EGR tube was plugged almost completely and it needed a new gas cap to seal the system. i had to pull a drill out to clear the tube.

dude we both have a same problem i already changed the 3 part that we supposted change including the e g r valve and i still have same shit problem i dont know what to do.
