Driver's side lap belt won't latch

The driver's side lap belt will not latch. It will latch into the passenger's side - if I extended it that far. Is there a 'locked up' release somewhere?

The lap belt latch has failed. May be able to get at salvage yard and maybe not. Is a safety item and may only be available from dealer.
