I would say it is not terribly common to have to replace the blower motor annually on any vehicle.

Consider a few things:

1) What is the quality of the replacement blower motor? Genunine GM parts?
2) Has any testing been performed in the system? Are we certain that blower controls are functioning as designed and proper power and ground is provided to the blower motor?

Too many questions without having the first hand knowledge here; seek guidance from a local skilled technician who understands the circuit and can help troubleshoot the cause of repeat failure with you.
