Cruise light flashing and cel on what is going on

(2006 Subaru Forester)
2006 Subaru Forester cruise light is flashing and the check engine light is on solid this goes on then it will go off with no specific time or miles what is it and how to fix it also auto shop got code P0003
What seems to make the problem better or worse? Nothing much it's just coming on and then going off with no reason
How long have you had this problem? Just bought the car

First - cruise control is automatically disabled any time an engine operation error occurs - that’s why the light is flashing ..

As for the CEL - that will require a *complete* scan test followed by *hands-on* testing to discover what has failed .. The trouble code you posted doesn’t compute.
