Cruise control doesn't work

1999 buick park avenue cruise control does not work. When key is turned on cruise light comes on indicating system is OK. Cruise fuse is good.

The cruise control system could fail due to a malfunctioning brakelight switch (staying on) or a vehicle speed sensor (VSS) problem (intermittent or failed). Check that the brakelights aren't stuck on, that's the easiest thing to check. If the VSS is faulty, I'd think it'd set a diagnostic code and turn on the check engine light, but you haven't mentioned the check engine light.
