Creaking noise at rear driver's side wheel

(1999 Plymouth Voyager)
When I slow down, I am getting a creaking, rotating sound coming from my driver's side rear wheel. I have recently had my rear brakes replaced, and when I complained of the problem, they resurfaced the drum, but it is still making the noise.

I would get a second opinion and if it is brake problem, just have the first shop pay the bill to re-do the work.
