When I start the car the fans come on within a almost right away and they don't turn off till the engine cools off.

The way the cooling fan/s work on that car is there is a temperature switch on the radiator it reaches a certain temperature it thinks the fan should be switched on, it sends a signal to the fuel/ignition control computer it then sens a signal out to the electric fan/s to then turn on. My guess would be a bad fan switch. I just looked to see if there was any technical service bulletin but I don't see any in my information.
