Clutch pedal engages and disengages at the floor

(1990 Toyota 4Runner)
The clutch pedal engages and disengages about about an inch from the floor. Can this be adjusted? Do I need new clutch plates or to rebuild slave cylinder?

FIRST have the clutch master AND slave cylinders inspected carefully for leaks! IF they prove to be okay , I suggest replacing the clutch assembly as a complete unit ; pressure plate , flywheel , disc , release bearing and pilot bushing/bearing
