Are you entirely certain that the inside is dirty? Typically, the outside deteriorates, causing the yellowing or fogging of the lamps. In this case, there is a "headlight restoration" kit that can be applied at many repair facilities, or by yourself - available at many parts stores. Basically, it lightly sands off the outer damage, polishes it, and then applies a sealer.
