Child saftey LATCH

(1999 Pontiac Montana)
in Catskill, NY on August 26, 2010
I don't live in Canada where it's a law to have the forward facing child seat anchored, but I would like to use it anyway and can't find the latch. The manual is a little confusing on where it is.I found a little gray latch that it says to move slightly over but it doesn't do anything.

I do not believe that the 99 models have the child seat anchors in them. I had a 99 and now I have an 01 and the first montana didn't have the anchors and the newer one does.
