Q: check engine light is on-computer says: enhanced DTC & EVAP CIRCUIT OPEN on 2000 Subaru Forester

There are many, many electrical circuits within the EVAP system. A qualified technitian needs to perform a evap specific diagnostic test to find the source of this problem to determine what repairs are needed.
It is your evap solinoid. located at rear corner of vehicle, near charcoal canister. 1/2 inch hoses connects to it and electrical plug with 2 wires. Difficult to see. May be on top of charcoal canister and need to take it down first.
Pay close attention to direction of "flow" in/out of part because sometimes bracket is rusted and orientaion will be lost.
