Hello,
Check the fuel pump fuse and relay first. Likely that is what is causing your trouble.

Ok, if the fuse and relay are working properly, are they receiving power when you turn the key to "on"? If the circuit is working fine, but there is no power going to the circuit, this could be a security lockout. Also, a 1991 caprice should have a 305ci/350ci engine with throttle body injection, so there should not be fuel injectors.
There is not a security lockout on the 91 caprice, so the issue will be specific to the fuel pump circuit, or the ignition switch (electrical portion).

To test the whole circuit at once, turn the key to "on" and use a jumper wire to bypass the relay. Then you can see if there is power at the fuel pump.

When you run power to the fuel pump does the engine start, or do you still have issues with the throttle body injecting fuel?

Also, the orange wire to the fuel pump has a fuse connected in-line. Meaning it is just spliced into the wire on the way to the fuel pump. Could be bad.
