Carseat buckle needs to be replaced

(1997 Geo Prizm)
in Los Angeles, CA on September 12, 2010
As I attached my seatbelt into the buckle I noticed that it refused to latch on. I was wondering if anyone knows if the dealership would replace it for free or, would I have to take it to a regular mechanic to replace it for me and how much it would cost? I have a 97 Geo Prizm and I live in Wilshire/Koreatown 90004 area. Any help would be much appreciated! Thank you.

You could probably get the buckle end fairly cheap at an auto recycler (junkyard) and I think it's be easy to install. I really doubt the dealership would replace anything on a 13 year old car for free.
