Car is dying while car is running. The batter is not charging? Could this be the alternator?

Car died 4x yesterday battery won't hold a charge.
What could be the problem and how much to repair?

charge the battery with a battery charger. with a full charge on the battery,checking at the battery terminals with a volt meter with the engine off,what are the readings in DC Volts? then start the engine,now what are the readings at the battery terminals? any warning lights on? car hard to steer? radio/lights acting crazy?
