Car has full power. I cycle the ignition key and it sometimes does not crank

(2003 Honda Civic)

at all. No noise...no crank. I can hear the fuel pump prime when I turn the key and all the dash lights work as they normally do.

sounds like you may want to check the starter. see if the starter is geeting power to it on the signal wire this will be the small on the starter you can use volt meter or test light have some one try to start the car will you check for power on that wire.

Go with 1st answer , and if no power at solenoid (signal wire), then check neutral safety -manual trans is under dash on clutch pedal bracket , auto.trans is in the range selector switch mounted on trans., that could be an adjustment. TEST first!
