Can't shift to reverse or neutral

(1999 Chevrolet Cavalier)
My automatic transmission is not shifting into reverse or neutral. Drive and 1st/2nd gear seem to make it go forward, but reverse and neutral act like the car is in park. There does not seem to be any significant extra play in the stick, and it does look like the stick is turning the linkage on the top of the transmission. What is wrong, and is there any quick way to get the car into neutral for a short amount of time? (Right now it is stuck in a restaurant parking spot because I can't get it to go backwards.)

To get yourself out of the parking space you may need to push your 1999 Chevrolet backward. With the engine off you should be able to push your car (with some help) even with the transmission in drive.
