Can snow and ice pack around my starter cause my truck not to start

(2003 Chevrolet Silverado 1500)
Battery has power, I just get one click when I turn to start the truck but nothing.

IF all lower bell housing shields are in place snow / ice can’t get in there - plus it can’t get into the starter motor itself .. Have a helper HOLD KEY to start positio while lightly tapping starter motor with small hammer or similar tool .. IF starter responds at all - REPLACE the starter!
