Can a bad thermostat make the radiator fan not work?

it has not worked since ive had the car. I used to have heat but now it doesnt even blow out.

yes the thermostat can cAUSE THE FANS NOT TO COME ON, COOLANT TEMP MUST REACH AROUND 210 OR SO FOR THE FANS TO KICK ON
