The catalytic converter is primarily responsible for cleaning up exhaust emissions. Usual signs of failure is the cat. converter is no longer able to reduce hydro carbon, carbon monoxide and NOx emissions and your car may fail its smog test. Another sign of failure is if the car runs poorly or runs excessively rich the catalytic convetor may melt down and fail causing a rattle and may melt to a point where it may restrict power from the engine as exhaust gasses cannot freely leave the engine.
Catalytic converters are expensive to replace as they contain expensive metals. Emission standards are relatively lenient for your year of car and an after amrket cat converter may make your car smog compliant.
