Brakes engage the anti-lock system everytime I come to a complete stop...

(2001 Ford Ranger)
in Plymouth, MI on February 16, 2013 matter what speed I am moving, type of road, or weather condition. Car stops ok, but the anti-lock pulsation at every stop from my brake pedal and the strange noise associated with it is driving me crazy. Brakes were repaired (new front discs & calipers, new rear drums, bled system & new fluid) last summer at Ford dealer shop. What could be the problem & how much to fix?

If the concern started right after the brake job I personally have had aftermarket rotors that had bad trigger wheels or bent/misaligned.Even dealers some times use aftermarket parts.I would scan for abs dtcs first and foremost.
