Brake lights don't brighten when press down brake petal

Rear brake lights come on when I turn on the lights but do not brighten when I press down the brake petal. Not bulbs or fuse, please help?

My first thoughts are it is either a fuse or the brake light switch.

I'd say the brake light switch located behind the pedal arm
