Blowing fuse # 11 (a/c , 4x4 solenoid)

Our AC quit working, took it to the shop and they said it is an electrial problem with fuse #11 that controls the ac and the 4x4 solenoid. They were not equipped to fix. Hubby has replaced 10a fuse in the #11 and it blows with out even turning the ac on.. where could there be a short that is doing this?

The hard part about electrical problems is the finding, not usually the fixing.
Complex electronically controlled systems like the climate control or 4X4 systems often cannot be diagnosed without special diagnostic tools.
I recommend finding a Ford specialist, I can't help you without inspecting the car myself. A person needs to diagnose hands-on.
