In order to turn the air bag light on your 1999 Oldsmobile Intrigue off, fault codes will need to be retrieved from the Air Bag Control module. Any stored codes will need to be properly diagnosed and repaired. When all faults are corrected the air bag light will go off. As far as the front turn signals go - if the bulbs are not working check to make sure the bulbs and sockets are OK. If the front turn signal bulbs come on but don't blink and the rear bulbs blink normally that would be a very strange fault which would require proper diagnoses of the turn signal system.
