Belt tension adjustment

I am trying to replace the serpintine belt on 1990 S-10. I can't get the tension release to break loose. Is there another way to do this

This is a spring loaded tensioner that will need to have correct tool used to move against tension and release belt tension. If will not move when attempt to swing loose and are changing belt then cut belt off and replace tensioner assembly. The spring internals and housing may be frozen in place and if you do get to swing the tension loose it may not snap back.
