Battery keeps dying. Had it tested and its good. What could be the cause?

(2006 Chevrolet Trailblazer EXT)
After I jump it the volt meter goes just past 14 volts. Someone told me that the voltage regulator is in the alternator. And if it's stuck open, the battery can drain back..
