Battery and alternator new, cooling fan disconnected, and battery still draining

Cooling fan was burning I was told. They disconnected it and the battery is still draining. Interior lights and cigarette lighters not working. What could be causing this.

first I would charge and load test battery then check for a blown fuse

would that solve the light problem, what about the draining of the battery. Does this car have a fan relay?
