If the struts are really bad, you will have less control over your vehicle, does your vehicle bounce around or feel unstable? Why do you think they are bad?

This may be the upper strut mounting, but you may also have an issue with a suspension part. When your pushing on the front end and re-creating the noise, try to locate the source of the noise.
If you cannot locate the noise, then you will want to have a shop look at this to make sure it's not a safety concern.

It all depends on how bad they are. The struts are an essential part of the suspension and steering system on the, so they will affect how your car handles, so there could be a safety implication.

A physical inspection of the car by a professional is the only way to get a definitive opinion.
