At what temp should the engine fan come on?

(2002 Saturn SL1)
in Brockport, NY on February 19, 2012
I have a 2002 Saturn SL1. The temp gauge goes up between 1/4 and 1/2. I plugged in my code reader. It will also read engine temp. It reads 202 deg. Engine fan will not kick in at all.

Thanks for the info. We also hooked up to another Saturn. The temp only shower about 160 degs, after driving for 20 mins or so. So I take with the temp showing 202 degs is normal? And the fan not coming on would be normal?
