I was in a crash where the other driver claims I was not wearing my seat belt. I absolutely was, and both air bags imploded. Are the two systems interconnected?

I don't believe that they are. Normally, for seat belts, there's a sensor in the buckle that determines when the seat belt is buckled, and sometimes these work in tandem with sensors that determine whether the passenger and driver seat is occupied or not.
