The seats contain electronic sensors for the SRS / seat belts .. Water isn't conducive to these electronics .. Additionally IF the replacement seats were from another (salvaged) vehicle - there may have been an existing problem to begin with..

The only way to determine the actual failure is through *hands-on* testing using the appropriate scan tool and diagnostic procedures.

Make sure all related wiring is identical - is properly connected and secured.
