Start and run ok when warmed up? .. Check engine light staying on?

runs good when warm no check engine lite.acts like the choke don't idle up when it is cold

Possible coolant temp *sensor* reading is other than ambient temperature while engine is cold .. This can be tested/checked using the proper OBD 1 scanner viewing live sensor data .. Must be performed while engine is COLD .. At the same time, other engine data parameters can be checked to help pinpoint the culprit .. This requires leaving truck at repair shop overnight so cold start data can be observed... That's how it done .. Anything less is guessing! .. You may choose to just live with it, idk.

my dad has a hand held for that truck and i just changed the radiator it is running 10 degrees coller thanks i think you are right

While engine is COLD ... CTS must read temperature same as weather man says it is!

it is sluggish on high end when cold too.

Think of the CTS as the choke on the older carbureted engines! .. It has 'major' influence on fuel delevery at varying engine temperatures... Readings can be askew while engine is cold then be correct at warmer engine temps.
