AC SYSTEM MAKES A NOSIE WHEN SYSTEM IS TURNED OFF. FLAPPER VALVE NOT SEATING?

(2000 Acura TL)
in Virginia Beach, VA on March 26, 2012
When AC system is turned off. you hear a sound inside the car below dash. I can see what appears to be a valve / switch moving back and forth as if its stuck on not seating creating a noise. Sounds like plastic on plastic thumping?

Not sure, BUT I electrically disconnected and reconnected and its working now! Is the blend door inside the vent system? Sounds like it is something that directs air flow?
